If someone has cleared IA Level 2, does he or she has to still appear for Retirement Adviser certification ?

Clearing Investment Adviser exam doesn't mean that you are exempted. Only, SEBI registered RIAs and CFP certificate holders are eligible to become RAs without this certification.
